XF 1.2 Can't warn some users?

Greetings all!

I recently imported a vBulletin 3.7 into a fresh Xenforo installation. One thing I have not been able to figure out is why some users can be warned, but others do not have the option.

I have several secondary user groups that allow certain access to certain forums. Those who can't be warned seem to mostly belong to one or more of these secondary groups. None of them are admin/mods.

What am I missing in the user group settings that make them un-warnable? Please help!

I figured it out... The users that were not warnable were mods on certain forums only, but not super mods.

Is there a way to make everyone warnable, minus admins and super mods?

No - moderators are always considered to be exempt.
