XF 1.1 Can't install xenforo - stuck on step 4b

Hi, just installed a fresh xenforo 1.13 but its incomplete for some reason.

For some reason the forum still thinks its being installed:

The board is currently being upgraded. Please check back later.

And the admin control panel gives:

Admin Control Panel - XenForo
The board is currently waiting to be upgraded. Please complete the upgrade


Any ideas?

And if you click the 'complete the upgrade' link - what happens?

I took out the link because it will allow anyone to do the install. Follow that link like ENF suggests and it will guide you through the install process.

Do you have to download for each licence? I just used the download I had already.

Good to know from a licencing perspective, but unfortunately it made no difference.

FYI, it was mod_security.
