Nope. Very rarely.
Phrases used in templates are compiled into the template for each style/language combination so caching them have no benefit.
Out of over 9,000 phrases in the master language, we globally cache less than 100 of them.
The ones that are globally cached are significant - they tend to be phrases that are used on nearly every single page and phrases which are used in code, rather than templates.
A good example is day names and month names, and other time-related units because these are used in code and on almost every single page.
