Fixed Ban list (admin panel) : search prefix only search on first page

When you have a lot of pages in the admin panel (admin.php?banning/users), and that you use the little search box, it's only searching on the page you are looking for.

I have a lot of banned users, and if I want to unban someone by username, I need to search the user, and unban him via his admin panel page, I can't do that on the banned user list if his name is not on the page I'm looking for.

I've changed this now as it did make the filter rather pointless. (Just as a note to developers: the signature of XenForo_Model_Banning::countBannedUsers() now takes a $conditions argument optionally.)
