XF 2.2 Attach Files Button Gone after upgrade from 2.1

Recently upgraded to 2.2. Everything seemed to go well except users no longer have the attach files button, but admins can see it. Assume it's a permission issues, but I don't see where this permission would be.

Upload attachments to posts is set to yes for registered users.

Just noticed "View attachments to posts" was set to no. Perhaps this is a new permission? The attach button is back.

That's not a new permission and there's no particular reason why it would change from yes to no when upgrading - existing permissions aren't affected.

Very odd, it was not an issue until immediately after we performed the upgrade. We've had thousands of attachments over the years. In any event, it's fixed now.
