Are deleted users/IP's still banned?

If I ban an IP address and the user and then delete them, does it leave the user and IP's banned?

Or are those IP addresses and users now free to sign up again?

I'd like to get the banned users off my regular user list.

The IP ban is separate.

But the user ban will be deleted along with the user account.

Considering the current spam volume, I'll just leave them for now.

I guess a feature request would be to have XenForo show "All Active Users" and "All Banned Users" in two separate menu item lists.
