Applying prefix when moving thread does not work

How to recreate:

1. Use the inline moderation to move a thread
2. Select a new destination forum and a prefix to apply

Expected: Thread will be in the new destination forum with the prefix applied

Actual: The prefix is not applied

It only seems to happen when you use the inline moderation, and not if you edit the thread using the thread tools menu.

I've just tested this several times and can't confirm this; each time the chosen prefix was applied.

Hmm well it is happening for sure on an XF site I am moderating on for sure (I have tried several times). But I wasn't able to recreate it on my own site. I guess this bug is a bit more complex than I thought.

I will try to see if I can figure out if there are some other necessary details to reproduce this.
