It appears to be a deliberate decision to not allow mutli-quote to be used in Conversations, but I do feel it could be a useful addition.

Not only conversations, IMO it should be content type independent
for a easier workflow, i would suggest to have a selectbox as filter (just like in the ACP => Attachment Browser )
