Fixed Add little icon when a user submits a resource

Phrase: option_explain.xfrmAllowIcons

"If enabled, when a user submits a resource, they will have the option of specifying a small (96x96) icon. This icon will be displayed in resource lists and when viewing a resource."

I try but I can not find a place or tick (like the previous version) so that I can add an icon while submitting a resource.

From what I see, we can add an icon but only after adding the resource, correct ?

Correct. It has to be done after the fact, so the phrase is sort of misleading now.
