Implemented 2 Factor Auth - User Criteria

It would be great if this could make it in for use with trophies and any add-ons that may want to expand on it. As well as being able to see who has used it.

Another thing, it would be a good use for displaying a notice to users with 2 Factor Auth off letting them know the option is there to use.

There's now criteria for both having 2FA enabled (such as to offer a trophy) and for not having it enabled (such as to display a notice recommending it).
