Added option to allow paid feature thread option for promo thread ad type.

Added 3 new a types:

1. Interstitial - An ad that displays in a standalone page where you can add a banner or custom code from the ad itsef and from the package unit content.

2. Featured Thread - Create/sell a featured thread using an ad.

Added discount list as description under the purchase input instead of radio buttons.

Fixed an issue with some ad types where the Settings tab was visible but not displaying anything since the End/Start date have been moved in a dedicated "Date criteria" tab.
