In setting up a local project for XenForo, is the best choice Zend Framework 2.1.4 or Basic or ?

Unless you are adding additional Zend Framework modules that aren't included in XenForo already, it's not going to matter.

Unless you are adding additional Zend Framework modules that aren't included in XenForo already, it's not going to matter.

It might even be counter-productive if you include a newer Zend library. XenForo just bundles in the components that it needs.
