Yes, it's still maintained and compatible with latest Meilisearch builds.

Does it support Xenforo 2.3?

Although it's not tested, it should as far as I know. There are no changes in search in XF 2.3 as far as I know. Anyways, it won't be that difficult to apply patches to make addon work on it.
