If having problems uploading make sure that internal_data and data are set at 777 permissions (and all files/directories below them also).

You need to make sure that those files/folders on YOUR server location have 777 permissions.

What do you mean attachment DOWNLOAD?
If you are specifically referring to images - then do they have the permission to view attachments set for that user group?
