DoneIf by "propose news" you mean allowing users to submit their own news for approval, this feature isn’t currently included. At present, only users with the necessary permissions can create and publish news directly.
We’ve noted your suggestion and will consider it for a future update. The idea would be that users without direct publishing rights could submit news into an approval queue for admins to review, while trusted groups could publish immediately.
