As designed Wrong activity appears when the user enters the pages they do not have permission

If I go reports tab, It says you don't have permission. But If I look my activity, It says "Performing moderation duties". This bug should be solved.

This is the expected behavior. Users with specific permissions will see that you actually hit a no permission error with an icon to indicate this.
