RM 1.0 Why are titles/description required for updates now?

I'm trying to upload a file update to one of my mods... it does not need any patch notes (its just a file edit). In the past I could do this fine, but now its requiring me to post patch notes and a title to the update. Why was this changed?

One would have to assume that the fix has not been rolled out yet.

Well the title is needed if the update is more substantial.
I guess if you don't need it just put a holding title "Update."

The updates tab of a resource. Any people who watch the resource will get a notification that the resource has been updated.

Ok that still depends on someone actively clicking to Watch. I know I often forget that. It should be linked to downloads + Watching + Likes except for minor edits only of relevance to downloaders.
