Is there a way to see who voted on polls?

Yes, it's a configurable option per poll when being created.

Click on the total vote count for each option.

Sorry, I didn't explain it right. I meant if you choose the option when creating the poll to NOT show who voted publically- is there still a way to see who voted perhaps In the ACP? Or how about even by IP?

I don't know why Public votes can be chose when created, can remove via edit but can not enable via edit?

Because there would be some very unhappy members if they voted in a poll knowing their vote was anonymous and then someone edited the poll and their private vote was made public.
