If I wanted to put something in responsive that isn't in there how would I go about doing this?

    There isn't any "responsive files".

Responsive design is all about using CSS media queries to apply different CSS in different conditions.

To see how things are done in XenForo by default, search templates for @enableResponsive which should show you any templates that contain code relating to responsive design.
