XF 2.0 What would cause someone to see this?

What would cause someone to see this? The person who took the screen shot is a member of my forum and is in a newly created group with limited permissions. The screen shot taker said he is using FireFox. I didn't report this as a bug because I do not think that's the issue.

You'd need to look in the javascript console to view the actual error message.

That's not a JS error.

There's an open bug report of someone getting this, though I think this is only the second report we've received. The only cause I can think of relates to cookies being wiped out or inaccessible for some reason.
