Is it possible to set it so a new user watches all forums by email as default? This has been requested by my users.,
Also, is it possible to bulk update all existing users so they are watrching all forums?

You'll want to post you request here: http://xenforo.com/community/forums/resource-and-add-on-requests.68/ --- Someone may be able to help you if you post your request there. (because this will require an addon to accomplish what you would like to happen)

From a performance perspective, if you have a busy forum with a moderate amount of users, that's going to generate a ton of email. I would check to make sure you have the infrastructure to handle that amount of traffic. (Not knowing anything about your forum hosting solution, number of users, forums or the level activity. This is just a general caution.)
