Lack of interest view photos option

Currently, you have to grant user/groups the "View attachments to posts" option to be able to view any photo' attached to a post.

I'd like to have more anonymous forums, but I only want anonymous users to be able to view images and not have access to other attachments.
It would be useful to split the current option into "View attachments to posts" and "View images inside posts"
