I'm trying to understand what this "View" means in comparison to "View node"? Isn't that the same thing? What's the difference?

That is to view the board in general.

Why would you like to disallow from someone to watch forum nodes and allow them to watch the overall website?

You may wish to restrict someone access to the board until they have purchased an account upgrade (for example).

It's a bit misleading when it doesn't tell you what the view is for.
