The help page https://xenforo.com/help/user-groups/ says: "It is recommended however that all users have the Registered user group set as their primary user group and any additional groups they are members of are set as secondary groups."
However, the vBulletin 4.x importer chooses "Administrative" / "Moderating" as the primary group for admins / moderators. And "Registered" isn't even set as a secondary group.
I think the importer should choose "Registered" as the primary usergroup for both admins and moderators. "Administrative" / "Moderating" should be secondary groups.
