User's can't "Upload a File"!?!

I have no idea why, but my users can't "Upload a File". The button just doesn't show up. I've checked the user group permissions and they look fine and disabled all addons....what else can cause this?!

Admin CP -> Users -> Analyze Permissions

All my users can't upload a file, although I can as admin.

I tried analyze permissions on a test user I created and it shows:
Upload attachments to post: Yes
But it's lying!

Check both the "Global Permissions" and "Node Permissions" on that page. It is possible that permission has been overridden for a specific node.
