user32.ddl occupies the space of shell32.dll

Been searching for a few days on how to fix the error. This is what I get:

"The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C:\WINDOWS\system32\SHELL32.dll occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL."

I don't have the OS disk for this computer however since it was reformatted by a person my landlord knows. So I'm unsure how I can fix it without that. Maybe if I had the I386 folder (which I DON'T >_<) I could fix it, but I don't know where to go and whom to trust to fix this. I don't want to brick this computer...
