Fixed User reports always set the report comment state to open

If a report is open, and that content is reported again; then the report comment state is set to open even if the report is open.
 
Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.4).

Change log:
Prevent additional content reports being considered a state change from Open->Open
