I have User has posted at least X messages: 5 as value. I am assuming this means if the user reaches 5 posts or more, he/she will promote?

Well I have run the cron entry several times, it does not work. I've been changing the values etc. and every now and then it would work !

Running the cron entry is not necessary as it will be run periodically automatically.

If the Cron entry is run, it will only apply to users who have been logged in recently.

For everyone else, their promotions will be applied the next time they log in.
