This one might have been intentional, so we'll see how this goes.
There are three references to user group permissions in the ACP. Two of the three use "user group permissions"; however one uses "group permissions," which is under Users:
The phrase is group_permissions; if this is accepted as a "bug," all that would need to be done is for it to be changed to use the user_group_permissions phrase since that phrase already exists. The current phrase could likely be deleted as well, though I seem to recall orphaned phrases usually being left as is from an old bug report of mine, so probably not.
