I'm currently testing upgrading a board from 1.2 to 1.4 and getting this error

Running upgrade to 1.4.7, step 1... done.
Rebuilding / importing data...

I'm guessing this is clearly related to the smiley manager add on, but how might I avoid this or fix this problem?

Various posts and fixes have been posted in the smiley manager add-on resource and thread.

You should be able to find a solution there.
