Unable to upgrade account
How to fix ?
Best option is to use the contact us form for account related inquiries.
I think this is a user upgrade on their site. Am I correct?
If so, this could be indicative of issues with your merchant PayPal account or there may be some invalid settings with your upgrade (the email address perhaps) or your general configuration (Board URL).
It still works fine, But sometimes it does not work.
If it sometimes works and sometimes doesn't, that would seem to be more of a different on PayPal's end, potentially down to some sort of anti-fraud handling on their end (based on IP reputation?).
Separate names with a comma.
