What exactly are you asking for? Most of this information is explicitly not called out intentionally.

You should be able to up if the topic can be viewed still.

The images are from an add-on.
The first image is irrelevant because the new Reply Ban always allows the user to view the thread (while the add-on has the option to block them from doing so).
The second image is the suggestion part, however as Mike indicated above, unlike the add-on it is on purpose that the user is not reminded of the fact he/she is reply banned.
