Fixed Thread author reply ban

Hi,

This is strange, I can ban the thread author and the notification is sent to him but in the other hand the author still can add relpies to his thread.

Note: the author is listed in the reply ban list.

This is a bug, it shouldn’t allowed to ban reply the thread author.

IMO, You should be able to reply-ban the thread starter.

Indeed, you should be able to reply ban the author if necessary.

There is a bug, though. I actually think it affects all reply bans, not just those applied to the thread starter. It seems to be any reply ban which doesn't have an end date (i.e. permanent reply ban).
