Duplicate Template modifications are not removed from filesystem when deleted from AdminCP

Just discovered this issue when attempting to remove an old template modification from our Reactions add-on, apparently if you delete a template modification through the Admin interface it does not get removed from the file system, so as soon as you build the add-on, or reinstall it that template modification comes back

It's actually any dev output deletes.
