Fixed Template modifications application execution order changes

I went straight to upgrading a live site. And I can confirm whatever changes were made seem to have corrected the problems I was experiencing.

Still some Template modifications are not applied and not fixed with Xenforo 2.1.8 PL2 update.

You should seek assistance from the add-on author in the first instance and then if it is not something they are able to resolve they should post a new bug report with as many details as possible.
