Fixed Style Property Display Ordering (Header and Navigation)

When creating a new style property I noticed that for the @header style property it is set as display order #1 and the 2nd property in the list is 20. I was creating a property for the moderator bar and wanted it to be first in the list as it is first to display on the page. Of course the only way to change the display order for @header is to set it in the Master Style which would get overwritten on upgrades. Would be nice to see it set to 10 for consistency like the rest of the properties in the system.

So not sure if this is considered a bug or more a suggestion. *shrugs*
