XF 2.2 StopForumSpam matched (email: blacklisted) what it's meaning .

The example in the screenshot doesn't match the question.

In this example, the username "arthur" has been flagged to the Stop Forum Spam database 22 times.

However, arthur is a very common and plausible name so there's no guarantee this isn't a false positive. The name somewhat matches the email so in this example, I'd wager that it could be a genuine user.

If you see email: blacklisted then Stop Forum Spam has essentially completely blacklisted the email as it has a very high probability of being a known spammer.
 
Yeah so it could be a typo, either accidentally or deliberate. Stop Forum Spam knows that either this could be an invalid email address or deliberately submitted to try and get around spam detection.

Personally I'd reject this with a reason: Invalid email

If the user wishes to sign up with their correct email then hopefully they'll be more successful next time.
 
You can do whatever you think is best. If you approve them, email verification will be skipped so they may never receive emails if the email is invalid.
