Is there a way to only check for IP and email matches in the SFS database?

I want to deny registration if an IP or email match is found, but not for a username match. Currently the best solution I've found is to moderate registrations with 1 flag and deny if there are 2+ flags. It works but there are a lot of generic usernames that have been flagged.

That will require an add-on and isn't supported in the default software.
