I've translated "enter_spoiler_title" and "enter_spoiler_title_explain", but the translated text will not displayed.

It seems to be cached... I was just able to change the phrase and see it take effect, then I tried to change it again, and it hasn't.

Yes, this is just general browser caching. We do actually do send some additional caching headers for the editor dialog to improve speed if it's used multiple times (this was more important in earlier versions though). Obviously a cache header means that changes may not be reflected instantly (we only cache it for an hour), but it's a trade off against the more common situation.
