Can you explain in words exactly what is happening here?

I don't necessarily see anything wrong. It looks like you scrolled the page with the smilie menu open so its position will change when that happens. Or are you implying that scrolling the page wasn't intended?

Yes, it is fine if its as designed but this seems abnormal for me as all other menus in editor “such as table menu, color ...” will be in fixed position even when you scroll the page.

This menu is a bit of a special case because of limitations with Froala but generally it is behaving like other XF menus.
