Set an Alert from Admin?

Hi,

2 questions:

1. Where can I modify the alerts?

2. Can I set the alerts so when an admin posts something on their profile page it will send an alert either to 1: all users .... or 2: just the users that follow that admin?

1) There are user prefs for alerts:

2) Both of those go beyond the user prefs. An addon is required to broadcast alerts to everyone when you post. You can post a request:
