Not planned See Files and Download association

Hello,

In group permissions, there are two separate permissions to upload and view files.

However, when the "Can see the attached files in the contents" option is set to "No", the "Add File" button is also hidden.
Shouldn't these two settings work separately from each other?

Also, I don't want registered users to upload files, but I want the registered user to see and upload the file uploaded by admins or featured users. What can be done in the current situation.. ?

The ability to view attachments is a prerequisite for uploading attachments

For example, I want admins and private members to upload files in the forum. But I want registered regular members to be able to see and download those files. How can this be?

Remove the upload permission for the Registered user group, allow it for the staff and other groups.
