Fixed "Search titles only" always includes the tagging tooltip (advanced search)

If tags are enabled, the macro search_form_macros::keywords always shows the "tags will also be searched" tooltip without any configuration. This often will not make sense for content types which do not implement tagging (either in the "container" type or the content type).

Sorted for the next release. We've just added an extended note that says it only applies where content tags are used.
