Scroll Bar Appearing Black

My scroll bar seems to be appearing in black on Google Chrome.

Would anyone know what seems to be causing the issue?

From the photo that looks like a custom style. Maybe XenBook or Pure IPB from the looks of it (best guess). I would contact the developer on that. But best guess is there is an underline css issue that Chrome doesn't seem to like.

It isn't pure IPB, it is XenBook. I'll take a look shortly.
