Do the rout filters set up 301 redirects?

I've read that having several hundreds of 301 redirects in .htacess will slow down the website, but how about several hundreds of route filters? Are they stored in a file and served only when used, and not read on every page load unlike the htaccess?

Route filters will have an overhead, yes. There are involved whenever a link is generated or when "routing" the incoming URL.
