Not a bug Route filter does not work for "data/avatars/"

Not sure if it is a bug or something else but I cannot replace either data/ or data/avatars/ using route filters in ACP.

that's not handled by the XenForo route system, you can change their path using config.php though

Don't understand the logic why it is not. From an admin's point of view, it's the same as changing something like whats-new/posts/ (which is allowed).

One is a file path, the other is a route. One represents a physical path on the file system, the other represents a logical path in the software.

So while you may find an avatar on your file system, e.g. data/avatars/l/38/38615.jpg, you won't find a path such as threads/route-filter-does-not-work-for-data-avatars.170569 or threads/170569 on your file system.
