As designed Reviews tab counter counting deleted reviews

For staff, the Reviews tab counter on a resource is counting deleted reviews:

But showing correctly in the sidebar.

For normal users the correct amount shows:

We have to display an accurate count (including deleted reviews) to staff because there's a situation whereby if there was 1 review which was deleted then the staff member would no longer see the "Reviews" tab at all (we only show it when the count is greater than 0).

It may also be confusing to display X number of reviews to staff whereas the count is Y.

I don't see a particular issue with this approach.
