Implemented Remote Attachments storage

Storing large amounts of attachments on the same server as the forum giving space and server load problems.

So it will be really nice if we can store attachments on Amazon S3 or separate server.

This will be really helpful for addons like Galleries, Resource manager etc.. too.

While XF2 still doesn't support remote storage providers out of the box, the storage system in XF2 is built on top of Flysystem which makes adding remote storage providers via add-ons fairly trivial.

It saves so much money to host files in Digital Ocean Spaces. (Only $5 a month for 250GB and 1TB bandwidth)
I am hoping to see options in adminCP for the data and internal_data directories, as well as for addon files.
