Not a bug Rebuilding Permissions via command line

I upgraded XFRM to the 4th beta version today via command line, and noticed that unlike XFMG it does not rebuild permissions after upgrading. Wasn't sure if that was deliberate or if I missed something.

We didn't make any permissions changes in Beta 4 of XFRM, whereas we did with XFMG. We only run it when it's needed.

Ah, ok. I was prompted to complete the upgrade when I refreshed the ACP and it completed rebuilding permissions. Prior to upgrading XFRM I did XFMG so maybe that was because of that?

That is most likely it, yeah.

What was the prompt to complete the upgrade, exactly?

Was it this:

There are manual rebuild jobs awaiting completion. Continue running them.
