Fixed Quoting Blank Line

If a white-space character is selected (such as blank line that appears between two paragraphs), selective quote yields nothing useful, except blank quotation code with reference. While I don't want to call it a bug, I would like some sanity check to show quotation tooltip menu only when there are some printable characters selected.
